A care agency built around the part everyone else treats as admin

Allan Chakura, founder of CareCore Solutions

From the founder

“Providers weren't short of agencies. They were short of one whose files held up.”

I spent fifteen years in adult social care operations before starting CareCore, and the same conversation kept happening. A registered manager would tell me the agency staff were fine — sometimes very good — but that they had spent the week chasing a reference that was never followed up, or discovered a training certificate had expired in March.

The care was rarely the problem. What failed was everything around it. And it failed quietly, because nothing announces that a moving and handling certificate ran out six weeks ago. It shows up when an inspector asks, or worse, after an incident.

So we built the company around that gap rather than around volume. Every applicant goes through the same nine-section pack. Every check has an expiry date attached to it. Nobody reaches a provider's shortlist without their right to work, their DBS position and two references already handled. It is slower at the front end, and it means we turn down work we cannot evidence properly.

We also decided early that we would never charge a care worker for anything — not a DBS, not training, not a uniform. The sector has a reputation problem partly because some agencies do, and we would rather not be part of that.

I still take on-call shifts at weekends. The coordinators find this both reassuring and slightly annoying, which feels about right.

How we work

Five things we will not compromise on

Written as commitments rather than adjectives, so you can hold us to them.

  1. 01

    Say the uncomfortable thing early

If your files are in worse shape than you thought, or a shift is going to be hard to fill, you hear it from us straight away. Bad news early is a problem; bad news late is a crisis.

  2. 02

One coordinator, not a call centre

Every provider gets a named person who knows the service, the residents and which of our workers you have asked for again. Continuity on our side produces continuity on yours.

  3. 03

    Never charge a care worker

DBS, training and uniform are on us, always. Anybody charging a carer to be placed is doing something wrong, and the sector's reputation suffers for it.

  4. 04

    Compliance is care, not paperwork

The point of a complete file is not the inspection. It is that when something goes wrong at 2am, you can show the person you sent was checked, trained and competent.

  5. 05

    Only this sector

We do not staff warehouses, hospitality or offices. Everything we build — the screening questions, the training matrix, the reference process — is built for adult and children's social care.

Since 2023

How the company grew

Each service exists because a client asked for it, not because we planned a product range.

  1. 2023

    CareCore Solutions founded in Bicester

Started after fifteen years inside the sector, on a simple observation: providers were not short of agencies, they were short of agencies whose paperwork held up.

  2. 2024

    First compliance management clients

Providers began asking us to track checks for staff they employed directly, not just for workers we placed. Compliance became a service in its own right.

  3. 2025

    Administration service added

A domiciliary client asked us to take on timesheets. That grew into the full back-office service after we saw how much manager time it returned.

  4. 2026

    Digital onboarding launched

The nine-section application pack moved online, so candidates complete it on their phone and providers get a complete file before the first shift rather than after.

“We knew our care was good and our files were not. CareCore told us exactly how bad it was in writing, which nobody else had done, and then fixed it in the order that actually mattered.”
